The European Union President publicized another initiative to offer artificial intelligence (AI) startups accelerated European access to supercomputers. This declaration was made on September 13 during the president’s 2023 European Union State of the Union address.
When announcing the artificial intelligence topic, the president cited an open letter from
international AI community members advocating for improved regulatory study of the possibility of ‘extinction from artificial intelligence.’

He explained the appropriate guardrails by citing the European Union’s ‘AI Act,’ claiming it is a model for the entire globe.’

Concerning the ‘governance’ pillar, the president asked the international community to develop a governance council akin to the International Panel on Climate Change. Regarding the ‘guiding
innovation’ principle, von der Leyen declared a European Union-vast initiative to hasten access to the continent’s supercomputers for AI startups intending to carry out research and train models.
The president added that Europe is currently a supercomputing leader since it possesses three of the five most robust computers worldwide. He also stressed the need to take advantage of this.
President von der Leyen praised the United States technology firms that have willingly embraced artificial intelligence ethics and standards and commended European Union firms that have adopted the same strategy. Currently, it is critical to combine this work to ensure the attainment of minimum international standards for the ethical and safe utilization of artificial intelligence.
